Well lots of things. If it's related to Team Rocket it could be something about not reporting their crimes all the time. Not catching them. Maybe the leader is actually part of team rocket in the first place.
I mean there's lots of things they could be hiding, there's just not any proof of anything so it's just speculation at the moment. If they don't want outsiders joining it could have something to do with why all the officers look the same or something. ....my current theory is clones.

Books are great. Um, it really depends on what you like but if you haven't read any. I find mystery books are good to read. I finally tracked down this worlds version of the Sibling Brothers, those are books I really liked back home. They're called The Patrat Boys. It's about a pair of teens with Patrats that solve mysteries.
