Jack has made no attempt to actually climb the stairs, he's scowling at them when Tyler comes down. What was wrong with that guy? It wasn't like there was a gold plated dragon up there, at least from what Jack's heard. It's just a friggin view.

"Haven't these assholes ever heard of an elevator?" To his credit, despite the fact that he's just griping in general, he does make sure that he's looking in Tyler's direction when he talks.

There were old timey elevator designs, it wouldn't ruin the aesthetic or whatever. They were making this place over, weren't they? Elevators. Somebody needed to get on elevators.
