Most people do.

[Dimitri sometimes feels self conscious about it, but also sometimes he doesn't care. They're Good Rats, Fitzroy]

At any rate, I do agree that it is not a vehicle which does well outside of snow, or sand. However, we arrived in the midst of fall, and then quickly into winter. It, combined with its sled predecessor, did us well for five cities here in Johto. This includes going through a few snowstorms - we could cover the top of it with a tarp, offering brief shelter.

[For people or their belongings? Yes.]

However, unless you know a craftsman, it can be difficult to find a sleigh... Especially in the warmer months.

Here in Johto, they celebrate a winter holiday called 'Christmas', and it is heralded by a hero named Santa Claus. He steers a brilliantly red sleigh, pulled by a powerful Stantler, and it is loaded with gifts that are bestowed upon those who have done good deeds throughout the year. As far as I can tell, sleighs are popular in the winter for this reason, and some people dress as Santa to help spread good will and as a show of respect.

We were fortunate to find an old and used sleigh that one such person was looking to replace, and he was glad to sell it to us because of that. We had to inquire quite a bit about such a thing before we found it... I am afraid I would not know where you would find a newly made one, and it would no doubt be expensive.
