Maybe? Allium's calmed down from his earlier childishness, and he's not evolving any time soon. Pearl... also isn't evolving, but she's always been fairly mellow. It could be his age, or his staying an eevee, or he could just be like that. But he'll make things clear, if he ever changes his mind.
