Yes. Or rather, they couldn't imagine something like that existed. We lived surrounded by walls. The only things people were familiar with were the things that existed within the walls. The idea that there could be water for days in any direction, and that it was salt was... it just wasn't the sort of thing anyone ever thought of.

And our government made sure to keep it that way.
