While Radley has no idea of the conversation going on in Keldor's mind, he is supremely relieved when Keldor seems to start to come out of his head enough to hear him.
"Home, Keldor?" he repeats. "Which home? Eternia home ... or Pokemon home?"
He knows Keldor wants to ultimately get back to Eternia. He really hopes Keldor can someday ... but only if this Hordak won't be able to get at him. As long as that's a danger, Keldor is better off here, where there's support and stability and people who can try to help. And sweet Pokemon who just love their people and don't judge, as cruel people do.
