I do not know. F.O.W.L. had many operatives, so I was unable to memorize all of them. It was a secret organization, and I only recently became aware of them a little while ago, while it's been around for decades.

And just because someone seems harmless doesn't mean they're worthless to the grand scheme of things. It could be a hostage situation, such as "if you don't do what I say, I'll harm your loved one. Until then, I'm keeping them."
