I imagine it would probably require your Wailord turning on her side for ease of access or even onto her back to allow the Incineroar to where he needs to. There really wouldn't be any other way for them to proceed without causing injury to the male. Though even if the Incineroar were female they would probably still need to do it that way to keep the female from being completely squashed during the mating process..

I imagine if they were both water-based creatures though they could mate in the water without issue even if there were size differences because of the buoyancy though. Sadly I doubt the Incineroar would have been keen on that so I would venture on her side or back would have been the Wailord's preferred position while the male mounted her.
