Either they were extremely lucky, or they were actively looking for one. Even in routes where they can be found, Feebas aren't exactly the most common Pokémon around.

Them, of course. Feebas has about three moves and no limbs, it's about as easy a target as Magikarp. Those bullies could have put up a fight against you... if they were brave enough.
