technically five birds if you count the extra heads as their own birds

Well, the first thing to ask is, are you frequenting places with bodies of water?
While some can live on land or fly, you're usually not going to find a Water Pokemon unless you're fishing or Surfing, or if you're near enough to the beach or a river.
