[Action/Text, Route 30 (at least I think I'm reading this map right]
[ For those who may be wandering this particular stretch of the road, Maine can be found walking at night or resting/sleeping beyond the treeline during the day. He prefers being nocturnal here. There's less idiots (like you) on the road when it's dark.
It's... probably safer to risk waking him up, as terrifying as the prospect of disturbing something that stands over six and a half feet tall, weighs over 100 kilograms, and is probably the closest that a bald human can be to a grizzly bear.
Besides, in the day, he lets his three Pokemon wander free. His Flabebe Ragweed has provided him with Dinner, a Bunnelby, and Rookie, an Espurr. They're morons, but they seem to like him - and they keep the other fleabags away from him while he sleeps. They're also his mini-morons, and Maine is fine with this. He doesn't call them morons aloud anymore.
You may recognize him as that terrible janitor in New Bark Town, who seen throwing out plates and should've been fired, or maybe you know him as that terrible clerk in Cherrygrove City, who was literally growling at people and should've been fired.
He gets along better with the fleabags, and Rookie is curled up on his leg, snoozing in the late afternoon sun as a newly-aroused Maine inspects the PokeGear. ]
where's the best city for jobs

Well Goldenrod is the biggest city in Johto! You can work at the department store, or some of the other stores arond there.
