I'm in Olivine now and I can't go near the shore without getting asked about Phione and where it is, and when I say I really don't know and I couldn't keep it, they just think I'm lying to protect it!
How do I get them to believe me?

Nope- most stop around five or so, depends on where they got access to Fly and Surf...

It's sometimes a good indicator for power level, but so many just train beyond that anyway it's a hard call...

Well from there things get rougher obviously. I wouldn't go saying anyone a step away from grunt level is going to be taking down all the gym leaders or anything, but they're still nothing to sneeze at.

Alpha and Beta are where you'd probably start seeing the danger, since Alpha's a step under Admins...and those are a step under the boss.

Yeah I don't really know much about the guy either. My bet's on hiding out on a coastal region somewhere, who knows.

And it really is beside the point! The point is, you're middling range badges wise...but if you can take on the next two up, or even the one in the city you're in? You should be okay?
