I think with most gym leaders, it is really going to depend a lot on what sort of pokemon team you have. And what level they are, of course.
With Witney, it is mostly her Miltank a lot of people struggle with. It's very strong, and as a normal type pokemon, it doesn't have any weaknesses except fighting.
If you don't have any fighting pokemon on your team, she can be pretty tough to handle.
Though in some ways, beating her is worse than losing to her...

[Because she cries. And that is really fucking awkward, ok. Armin had just stood there wanting to sink into the ground.]

Oh, my favourite gym is the Cerulean City gym. It's incredible.
I don't know if you've ever gone that way, but it's completely dedicated to water pokemon.
There is even a pool for pokemon to battle in.

[And. You know. Trainers in swimsuits, but totally not focussing on that.]

I don't think it is wise to underestimate cows.
They are quite large and can easily trample a grown man.
Steers are even worse.
Back when we worked the fields, because of that none of us was allowed near the livestock.
That and they expected us to steal them.

[Those cows were worth their weight in gold and then some.]

Seismic toss would be a good move to use against her though.

And it is in Kanto.
There is also an amazing aquarium there.
It's one of my favourite cities to visit.

Whitney isn't that bad if you have a strong fighting type on your team. Or a strong pokemon with fighting moves. Like my Incineroar.

It wasn't easy but it puts you at a good advantage. Buff up your defenses too.

If you're just battling random trainers, I can tell you right now that Whitney is a completely different experience.
Her Miltank is respected and feared for a reason.
You're going to want some Poison types and Fighting types going in there, since a lot of her team is also Fairy type? Which is strange, but important to note.
