People who focus exclusively on battling. It takes a lot of work to get a Feebas to evolve, and since it's seen as an 'ugly' Pokemon by a lot of people, not everyone's willing to put in the extra work.

[But Riku shrugs and shakes his head. It's not like he's got that mindset anymore.]

Honestly, makes me feel bad for them. They aren't even that ugly in the first place. They're just fish.

Still, it's got one thing over Magikarp- it can learn some decent attacks, and they're pretty sturdy. Apparently they can even get by in polluted water.
