So according to the Pokedex, they're found - but pretty darned rare - in the Safari Zone out near Cianwood City, which is on an island out from Olivine City - I haven't been out that far yet, but that's probably closest to where I personally am. They're also out on the Sevii Islands on something called the Bond Bridge on Three Island? But they're also rare out there, and I've never gone, so I can't even say where exactly that is. But in Kanto, they're a little easier to find in something called Rock Tunnel.
That one goes between Cerulean City and Lavender Town.
